Dollar Point Association Access Policy for 2023

The 2023 DPA Access Policy has been developed with a keen focus on a specific priority – the enjoyment of our members, their family members and their escorted guests in the utilization of DPA venues, remembering that DPA is a private member organization. This priority is strongly consistent with nearly all private member organizations.

The Board has endeavored to create a set of core Access Rules and Regulations that provide reasonable flexibility for our members. They also strongly take into account the individuals that our members most frequently elect to include in their usage of DPA venues in a volume manageable by the DPA staff.

The DPA access policy elements for the 2023 season (Jan 1 through Dec 31) are:

  • DPA facilities are accessible only by members, DPA member family, extended member family as defined in the DPA rules, their escorted guests and unescorted house guests via the Member Coupon Program.
  • DPA will provide a member access policy benefit in the form of an unescorted house guest coupon book. Coupons will be for the use of member house guests only.

For 2021, we have a special addition to the core Access Rules and Regulations. There is a special member program defined as our Member Coupon Program (MCP). Please see the details below and in the Venue Access Rules and Regulations.

Milestones for 2021 DPA Access Policies

  • January 2020: The DPA Board aligned on several significant changes to the access policy that defines who can use our recreational facilities. These changes were enacted to address overcrowding at our venues, to elevate the enjoyment of all attendees, increase the ability of our staff to effectively manage the venues and be ever mindful of providing a safe environment.
  • January 2020:  The DPA Board reaffirmed that DPA is a private voluntary member organization.  The access policy recognizes that DPA is here to serve our members, their families and their guests. DPA is not here to serve the needs of the general public. Renters of Dollar Point homes are not members, nor their families, nor their escorted guests. They are not affiliated with DPA. They are in a simple definition – the general public.
  • January 21, 2020: The DPA 2021 access policy was announced to the membership by the DPA Board on January 21, 2020. The purpose of announcing the access policy change early was to enable all members who rent their homes to align rental contracts and listings with the new policy.
  • October 2020: The DPA 2021 access policy was further reviewed and refined by the Access Committee and DPA Board.
  • November 2020: The DPA 2021 access rules and regulations were finalized and announced in the DPA newsletter.

Member Coupon Program (MCP) – New for 2021

The MCP has been put in place for a very specific reason. We know that the core 2021 Access Rules and Regulation meet far and away the majority of the access needs of our members. However, we have learned that a much smaller portion of our overall membership has needs that extend beyond the core access policy and the Board wanted to address those needs.

We know that at times members will have house guests that may want to attend our venues at a time when the Member or a Family member is unable to actually escort those house guests to the DPA venue. For that reason, we are extending the ability for a member to provide that house guest access to DPA venues without escort by a member or family member presenting a valid DPA ID card (a non-escorted guest). These non-escorted guests will be provided access to the DPA venue for the day when they present a valid MCP coupon at the DPA office. These coupons will be limited annually to 12 per DPA member household. The MCP coupons will be an incremental benefit to a DPA member, over and above their core access benefits, and therefore members wishing to utilize this program will incur an additional cost for these coupons over and above their annual DPA dues.

MCP coupons will be sold in booklets of 12 at a booklet cost of $60. Coupons will only be valid for the year purchased. These coupons will be valid only for individuals who are actual houseguests of a DPA member. They will not be valid for individuals that are renting a DPA member house.

Coupons utilized in any manner not consistent with the above guidelines will constitute a violation of DPA Rules and Regulations. Any member involved in coupon use that is not consistent with these requirements will be subject to either suspension or revocation of their DPA access benefits.

The MCP should provide a needed extra benefit to our DPA members. MCP provides an additional flexible way for members to enjoy their membership in DPA.

What is the DPA Member Family Definition?

The Board has expanded the Member Family definition to enable access of extended family at no charge for the 2021 season. The DPA Member Family definition is provided in Section 1 of the DPA Venue Access Rules and Regulations.  Section 6 provides the limits of member attendance per day.

Owners of the property can place extended family members on the DPA Family List  affidavit. Those on the affidavit will receive DPA photo ID cards. The same regulations will apply for group size. Family members with photo ID can bring up to 8 guests with a maximum daily group size of 12 with the opportunity for group size greater than 12 when a special exemption has been granted for the day.

What are the member benefits of these changes?

DPA is a private, non-profit, volunteer recreational association. The changes will enable members to use the DPA pool, beach and tennis courts in a safe environment and have an enjoyable experience that is manageable. Members have the flexibility of broad family access, escorted guest access and a program for unescorted house guests.

What are the primary reasons for the changes?

The DPA Board has made the policy changes to better align attendance with venue capacity and membership goals. For the 2017, 2018 and 2019 seasons, DPA venues were overcrowded. For 2019, a total of 37,384 people used the DPA facilities. That’s an average of 526 visitors each day. Both the beach and pool facilities are impacted. Such attendance levels significantly reduce member enjoyment and create unsafe conditions.

How will members and DPA member family be identified for access to DPA facilities?

DPA picture ID cards will be required for admission to all DPA facilities. The DPA office has requests each member fill out a family list to identify family relationships prior to obtaining an access picture ID card. The registration of family members will be audited to insure only actual DPA member family are given picture ID cards and registered in the DPA access system. 

How will this impact short term rental or lending of my DPA property?

DPA is a private, non-profit, volunteer recreational association that requires lot ownership (not a Common Interest Development or CID). Therefore, DPA has no rules or restrictions on short term rental or lending of member homes. However, DPA facilities will be accessible only by members, DPA member family as defined in the DPA rules, escorted guests and house guests via the MCP.  Short term renters and other non-members are free to use other recreational facilities throughout the Lake Tahoe basin such as Commons Beach, Sand Harbor and multiple state parks.

How will this impact a long-term lease of my DPA property?

There is no change for members who lease their properties long term (31 or more days). A member may choose to relinquish their access privileges to the lessee and give up the right of access during the lease period. For the long-term tenant’s access, as defined by the rules, the member must present the lease agreement to the DPA and the lessee must present them self to the DPA for photo ID. During the lease period the member and their family will not have access (or access cards) while your tenant’s DPA access is in place.
